Interstellar Empire Renascence -
very small strategic game (star wars), created by me using C#
(so, .NET 2.x or 3.x should be installed). No sources, sorry.

Size=1.7 Mbytes together with music. Simple GDI+ grpahics,
up to 10 players, network playing is allowed, hot-seat mode also presents.

Very similar to Master of Orion II, Ascendancy, Imperia Galactica II.
